Changes to the Federal Disadvantaged Business Enterprise Program (DBE) have been announced this month – issued as an Interim Final Rule (IFR 90 FR 47969), effective October 3rd.
The Federal Government’s intention is to develop new certification standards and recertify all currently certified DBEs against the new rules.
TxDOT and other state and federal agencies must align with this new IFR. This therefore affects Cowboy Trucking’s DBE certification within the Federal Disadvantaged Business Enterprise Program.

How is the Disadvantaged Business Enterprise Program Changing?
DBE rules will be suspended or changed according to the US Department of Transportation.

- DBE goals on current contracts – no new ones will be set
- DBE goal-related reporting
- Collecting of race and sex information for contractors on contracts.
